New Mandeville Development

Mandeville will have a new place to shop by mid-next year. The old building that once housed a Winn-Dixie and a Kmart will be converted into the The Shoppes at Emerald Corner.

Residents and city officials are excited that the eyesore will be no more. The retail site, located close to U.S. 190 and Causeway Boulevard, was not only an eyesore and blight landscaping but was also a loss of sales tax revenue.

Local investors Clark Heebe and Brett Davis of D & H Investment Properties are the proprietors of the new development which consists of a 93,000-square foot building at 55 U.S. 190 that sits on 6.3 acres.

The developers plan to break up the building into 1,600-square feet to 13,000-square feet individual suites. The city of Mandeville has already approved the new site plan which consists of part demolition and part re-building. They will take part of the former Kmart building and knock it down. The remaining 48,000-square feet will then be built into an L-shaped development that will house the individual suites. These suites or units will include retail outlets and restaurants. There will also be a stand alone 5,000 square-foot restaurant which will be built from ground up.

Mayor Donald Villere is ecstatic about the new development, which is slated to open in mid-to-late 2020. He describes The Shoppes at Emerald Corner as one of Mandeville’s more significant commercial developments the city has seen in quite a few years. With the local government’s loss in sales revenue because of the abandoned building, local officials are ready to see “new life along the business corridor.”

“What’s coming at the Kmart site will be a big boost,” Villere said. “It will generate sales taxes and provide more convenience for those who used to rely on Kmart. We’re excited that the developers seem to have put together a good plan.”

This is a positive step for the city of Mandeville and for St. Tammany Parish according to Lacey Osborne, president and chief executive officer for the St. Tammany Parish Chamber of Commerce.

“It’s always good to see one of these vacant, big box stores brought back into commerce,” Osborne said.

 

Mandeville is a perfect community for the project because of such strong demographics. According to statistics, there are 30,076 households with an average household income of $86,846 within a 10-minute drive of the development, and there are 6,885 households with an average income of $131,723 within a-five minute drive from The Shoppes at Emerald Corner.
